There has been voicenote circulating on Whatsapp this month (October 2016) about the proposed coal fired power plant in Jamaica. We have received several calls and messages about it from our members, who are confused by some of the things which it says.

While we appreciate the passion and support expressed by the speaker in the voicenote for the #saynotocoalJA campaign, and we are happy that it has generated renewed interest in the issue, JET would like to clarify some of the statements made. The more the public is informed on the proposition of a coal fired power plant in Jamaica, the more we all understand the issues. Download

At a press conference on 28 July 2016, the Jamaican Government announced the sale of the old Alpart bauxite plant at Nain in St. Elizabeth to Jiuquan Iron & Steel (Group) Company Limited (JISCO) as well as a US$2 billion investment in an industrial zone, powered by a 1000MW coal-fired plant, creating 3,000 jobs. The project would include bauxite mines, an aluminum refinery, a local electricity network, rolling wire mills and “other enterprises”. Since then, the Government of Jamaica has not spoken further on the matter, except to say that no final decision has been taken.
This simple brief on the public health and environmental impacts of coal as an energy source was prepared by the Jamaica Environment Trust (JET) as a public service. Download

The Jamaica Environment Trust (JET) calls upon the National Environment and Planning Agency (NEPA) to reject the Environmental Impact Assessment (EIA) submitted by consultants Conrad Douglas and Associates (CDA) with regard to the application for an Environmental Permit to carry out mining activities in the area delineated by Special Mining Lease 173 by Noranda Jamaica Bauxite Partners II, as it does not adhere to the Terms of Reference (TOR) and has many failings of bias, rigour, citation and accuracy.

investigate the impact of the bauxite-alumina industry on Jamaica’s land, economy, and people over almost seven decades. The topics covered by this study are: the bauxite-alumina industry’s history, the evolution of its regulatory framework, the impacts of bauxite mining and processing on Jamaican society, public health and the natural environment, and the industry’s externalities (social costs). On July 29, 2018 a major fire broke out at the Riverton Solid Waste Disposal site operated by the National Solid Waste Management Authority (NSWMA) in Kingston. The fire lasted for several days and negatively impacted air quality across the Kingston Metropolitan Area and sections of South East St. Catherine. In the weeks following, the Jamaica Environment Trust (JET) and several other civil society stakeholders called on the state environmental regulators, the National Environment and Planning Agency (NEPA), to release the results of air quality monitoring in the area during the fire. On September 11, a report on the fire was released by NEPA on their website. With technical assistance from Dr. Anthony Greenaway, retired Senior Lecturer in the Department of Chemistry at the UWI Mona campus and expert in environmental pollution and industrial chemistry, and the Environmental Law Alliance Worldwide (ELAW) in Eugene, Oregon the Jamaica Environment Trust (JET) reviewed NEPA’s Riverton Fire August 2018 Report. Download

The Government of Jamaica is desirous of implementing legislation for the mandatory evacuation of citizens in those areas threatened by natural disasters, the forced removal of those who refuse to relocate, and the creation of “no build” zones to ensure no physical development takes place within these zones.
The Jamaica Environment Trust (JET) was requested to prepare this submission in an effort to assist the Government with its legislative exercise. We have provided an overview of Jamaica’s current legal framework for disaster management, as well as the limitations and gaps in the current regulatory framework. In January 2010, after repeated unsuccessful attempts to engage the relevant authorities, JET and several residents of Harbour View applied for judicial review of the failure of the National Water Commission (NWC) to maintain the plant and the failure of four other government agencies – the National Environment and Planning Agency, Natural Resources Conservation Authority, Kingston and St. Andrew Corporation and Kingston and St. Andrew Health Department- to take enforcement action against the NWC.
On July 6, 2010, the parties successfully agreed on a consent judgment requiring the NWC to rehabilitate the Harbour View Sewage Treatment Plant. The final court order can be found here: Download

On September 17, 2018, Minister without Portfolio in the Ministry of Economic Growth and Job Creation, the Hon. Daryl Vaz, announced the Government of Jamaica’s (GOJ’s) new strategy to address the country’s widespread problem of plastic pollution at a press conference at the Office of the Prime Minister in Kingston, Jamaica. A ban on the importation, manufacturing, distribution of single-use plastic carrier bags, plastic drinking straws and expanded polystyrene foam (Styrofoam) food and beverage containers into Jamaica. The GOJ has indicated that they will be addressing the ban on under the Trade Act.
